The National Institutes of Health will hold their 11th Annual NIH SBIR/STTR Conference in Omaha, NE, on June 30- July 1, 2009.  Learn how to tap into the NIH's R&D funding resources for small businesses interested biomedical and behavioral research and innovation.  You will have the opportunity to network with researchers, entrepreneurs, biotech business owners and the NIH Institute and Center Directors. New SBIR Consultant
Welcome our new SBIR/STTR consultant, Lisa Tedesco!
 
The Nebraska Business Development Center (NBDC) is pleased to announce that Lisa Tedesco is our new consultant for the SBIR/STTR program in the state.  Lisa has extensive experience writing grants and proposals for government contracts.  She is well qualified to assist you as you pursue an innovate research grant with any of the 11 federal agencies that sponsor Small Business Innovative Research (SBIR) awards.
 
Lisa will continue all the SBIR/STTR assistance services, including one-on-one consultation, review of proposals, and specialized workshops, plus this monthly newsletter.  I will still be employed by NBDC and will assist Lisa but she is the primary contact.  I am confident that under her leadership, the number of high-quality Nebraska SBIR/STTR applications and awards will continue to grow!

DHS SBIR Pre-solicitation
 
The Department of Homeland Security (DHS) released the pre-solicitation for FY09.1. The solicitations will be accepted starting November 12, 2008. There are 7 topics in this solicitation:
9.1-001- Low cost and rapid DNA-based biometric device
9.1-002- Submillimeter wave vector measurements for explosive materials
9.1-003- Non antibody based, selective and rapid protein analysis for detection of viruses and bacteria in environmental samples
9.1-004- Decision analytic approaches for CBRN terrorism risk assesment
9.1-005- Hard drive unlocking
9.1-006- Highly scalable identity management tools
9.1-007- Autonomous (or alternative) in-liquid survey vehicle
Proposals must be submitted electronically by 3:30pm CT on January 5, 2009.

National Science Foundation
National Science Foundation (NSF) FY 2009 SBIR Solicitation is open for proposal submission. The topics of interest are:
  • Biotech and Chemical Technologies (BC)
  • Electronics, Components, and Engineering Systems (EL)
  • Software & Services (SS)
The solicitation will close on December 4, 2008. All the solicitations must be submitted before 5:00 pm on that date.
All proposals submitted to NSF must be submitted electronically via the FastLane system.

Department of Commerce
Department of  Commerce (DOC) office of National Institute of Standards and Technology (NIST) released the presolicitation for the SBIR FY 09. The Phase 1 awards will be made with a value of up to $90,000.
The proposals will be accepted starting November 12, 2008 and will be due by January 22, 2009.

 We know that a number of you are working on submitting proposals to the Department of Energy (DOE) and the National Institutes of Health (NIH) using the infamous www.grants.gov electronic submission process.  And if you are submitting an STTR to National Science Foundation, you now have the option of using grants.gov versus NSF's FastLane system.  Based on our experience, we know that some of you will incorrectly prepare your proposal budget using the grants.gov forms, so this month we're going to point out a few common mistakes and how you can avoid them.  
 
 First, we want to make sure that anyone who is submitting a proposal to NIH under its contract solicitation is not trying to use grants.gov.  If you are submitting for the November 3, 2008 deadline, then you are submitting a contract proposal, not a grant proposal to NIH, and therefore you do not use grants.gov as your submission process.  If you are submitting an NIH contract proposal, you are dealing with a very different animal than an NIH grant, and you need to pay careful attention to the NIH contract solicitation
