| SBIR Resource Notebook |
The updated version of the online SBIR Resource Notebook is available on our website http://www.sbirnebraska.unomaha.edu/ . This notebook is a reference guide to all the federal agencies that participate in the SBIR/STTR program. It includes some additional resources and other helpful information. We publish this notebook annually for partners and folks that want to have a "hard copy" of reference materials. Obviously, some dates are projected and subject to change.

| DHS Solicitation |
 The Department of Homeland Security SBIR website will be inaccessible for an indefinite period of time. As a result, proposals shall be submitted via e-mail per the instructions in revision 1
to the solicitation. All proposers must follow the instructions to request a proposal number by 5:30 pm CT on June 20, 2008. Failure to request a proposal number as instructed in the solicitation will preclude proposers from further consideration. The proposal closing date remains 5:30 pm CT on June 27, 2008. The required proposal cover sheet and cost breakdown format are also posted on https://www.fbo.gov |

SBIR Proposal Writing Basics: Sometimes It's Not What You Say... But What You Don't Say

SBIR/STTR proposal writers tend to be fairly verbose people. They tend to fill every square inch of space available to them in a proposal, within the limits of number of pages and margin widths, describing what they plan to do in the proposed project. Such verbosity has its own problems, but that's not our issue here: in our experience, a significant shortfall of many SBIR/STTR proposals is what is NOT said.
Examples of what SBIR/STTR proposal writers do not say include:

It is clear that the proposed PI is a full time faculty member at the university. The box on the proposal form that asks "will the PI meet the employment requirements?" (which means they can't work full time anywhere else) is checked "yes." Because this apparent contradiction is not explained, it is up to the reviewer to wonder if the proposer doesn't know the PI employment requirements, or plans to quit their tenured faculty position, or take a leave of absence, or ???

The proposal includes reference to, and a biography for a consultant. There is no money shown in the proposal budget for the consultant. The reviewer wonders if...
